The way to do this appears to be to drop an icon onto a full screen (perhaps onto another icon?) and it pulls up all the available screens with an additional empty screen with a + on it. touching the + causes it to create/add a screen and drops the app icon onto it. I do have “loop screens” set, which may also be relevant.

Pinch your screen and you will see all your home screens. From there you can arrange the order you want them in, select which screen can be your primary screen, and even delete any home screen you want.
